Jose Antonio Lozano
Also known as José Antonio Lozano Alonso
Jose Antonio Lozano is a computer scientist whose artificial intelligence research connects statistical machine learning and combinatorial optimization with medicine, bioinformatics and ecological modeling. Born in Barakaldo in 1968, he earned degrees in mathematics and computer science and a 1998 doctorate at the University of the Basque Country (UPV/EHU), where he became a full professor in February 2008. From 2004, he led UPV/EHU's Intelligent Systems Group, joined the Basque Center for Applied Mathematics (BCAM) in 2016 to establish its Data Science and Artificial Intelligence area, and became BCAM's Scientific Director in January 2019. Named an IEEE Fellow in 2021 and recipient of the 2024 Euskadi Research Award, he is a full professor in the UPV/EHU Department of Computer Science and Artificial Intelligence and the Scientific Director of BCAM.

Timeline
-
1968–1998
Degrees and a doctorate
Born in Barakaldo in 1968, he earns a mathematics degree in 1991 and a computer science degree in 1992 at the University of the Basque Country (UPV/EHU). He completes a computer science doctorate there in 1998 and takes a tenure position.
-
2004–2016
Leading AI research groups
From 2004, he leads UPV/EHU's Intelligent Systems Group, and the university appoints him a full professor in February 2008. Since 2014, he heads the Machine Learning research line at the Basque Center for Applied Mathematics (BCAM), and in 2016 he joins BCAM to establish and lead its Data Science and Artificial Intelligence area.
-
January 2019
Scientific Director at BCAM
In January 2019, after an international selection, an evaluation committee formed by members of BCAM's Scientific Committee and Ikerbasque appoints him Scientific Director of BCAM. In this role, he leads the center's medium- and long-term strategy and research program.
-
2021
Fellow of the IEEE
In 2021, the Institute of Electrical and Electronics Engineers (IEEE) names Lozano a Fellow.
-
2024
Euskadi Research Award
He receives the 2024 Euskadi Research Award for his work in artificial intelligence and data science, announced in May 2025. His research spans machine learning and combinatorial optimization, with methods applied in medicine, bioinformatics and ecological modeling. In July 2025, Basque president Imanol Pradales presents the award to him.
-
June–September 2025
Fairness in AI and recourse
In June 2025, he argues that AI systems should behave equally across gender, race and religion, and warns that biased training data can make systems reproduce social bias. In September 2025, he coauthors Revisiting (Un)Fairness in Recourse by Minimizing Worst-Case Social Burden, a preprint introducing a social-burden fairness framework and the MISOB algorithm.
-
March 2026
Fourier methods for assignments
In March 2026, he coauthors Fourier Transform-based instance decomposition for k-adic Assignment Problems with X. Benavides, L. Hernando and J. Ceberio. The paper uses the Fourier transform on the symmetric group to analyze and optimize permutation-based problems.
-
As of October 2026
Professor and BCAM director
In May 2026 and as of October 2026, he is the Scientific Director of BCAM and a full professor in the UPV/EHU Department of Computer Science and Artificial Intelligence.
