Haibo He

Also known as 何海波

Haibo He is an electrical engineering professor at the University of Rhode Island whose research on computational intelligence covers neural networks, reinforcement learning and data mining, and whose imbalanced-learning work includes the ADASYN sampling method. A Ph.D. in electrical engineering at Ohio University in 2006 was followed by ADASYN, coauthored in 2008, and the 2009 paper "Learning from Imbalanced Data". At the University of Rhode Island from 2010, he published the book Self-Adaptive Systems for Machine Intelligence in 2011 and was named the recipient of the IEEE Computational Intelligence Society's 2014 Outstanding Early Career Award in 2013. Editor-in-Chief of IEEE Transactions on Neural Networks and Learning Systems from 2016 to 2021, he became an IEEE Fellow in 2017 and chaired his department from 2017 to 2023. At the University of Rhode Island, he is the Robert Haas Endowed Chair Professor in Electrical Engineering.

Timeline

  1. 1999–2006

    A doctorate at Ohio University

Huazhong University of Science and Technology in Wuhan awards a B.S. in electrical engineering in 1999 and an M.S. in 2002. A Ph.D. in electrical engineering from Ohio University follows in 2006.

  2. 2008–2009

    ADASYN and imbalanced learning

ADASYN, an adaptive synthetic sampling approach for imbalanced learning, comes out in 2008 with Yang Bai, Edwardo A. Garcia and Shutao Li as coauthors; the method generates more synthetic data for minority class examples that are harder to learn. The paper "Learning from Imbalanced Data," coauthored with Garcia, appears in IEEE Transactions on Knowledge and Data Engineering in 2009.

  3. 2010–2011

Joining URI and a CAREER project

Arriving at the University of Rhode Island in 2010, he develops expertise in designing algorithms, architectures and software that model brain-like intelligence. An NSF CAREER project on an integrated optimization and prediction framework for machine intelligence, based on adaptive dynamic programming, starts in April 2011. Self-Adaptive Systems for Machine Intelligence, his book from Wiley, appears in 2011 and applies self-adaptive intelligent systems to pattern recognition, classification, image recovery and sequence learning.

  4. 2013–2014

    IEEE CIS early career award

The edited book Imbalanced Learning: Foundations, Algorithms, and Applications, with Y. Ma as co-editor, appears from Wiley-IEEE in 2013. In September 2013, the IEEE Computational Intelligence Society names him the recipient of its 2014 Outstanding Early Career Award. In 2014, the IEEE Symposium Series on Computational Intelligence in Orlando, Florida, has him as General Chair.

  5. 2016–2021

    Editor-in-Chief of TNNLS

IEEE Transactions on Neural Networks and Learning Systems has him as Editor-in-Chief from 2016 to 2021.

  6. 2017–2023

    IEEE Fellow and department chair

IEEE Fellow status arrives in 2017 for contributions to adaptive learning, in recognition of research on adaptive intelligent systems and their applications to cyber-physical systems such as smart grid, smart city, human-robot interaction and cyber security. URI's Department of Electrical, Computer and Biomedical Engineering has him as chair from July 2017 to June 2023.

  7. 2021–2024

Society boards and an ICML paper

Service on the IEEE Computational Intelligence Society's ADCOM runs from 2021 to 2023, and a seat as Governor-at-Large on the Board of Governors of the International Neural Network Society (INNS) runs from 2022 to 2024. The 2022 paper "An Analytical Update Rule for General Policy Optimization," coauthored with Hepeng Li and Nicholas Clavette for ICML 2022, derives a policy update rule from a closed-form solution to trust-region optimization.

  8. As of October 2026

    Robert Haas Endowed Chair Professor

He is the Robert Haas Endowed Chair Professor in Electrical Engineering in the University of Rhode Island's Department of Electrical, Computer and Biomedical Engineering. Computational intelligence is his main research interest, with a particular focus on neural networks, reinforcement learning and data mining.
