Biing-Hwang Fred Juang

Also known as B. Juang, Biing-Hwang (Fred) Juang, Biing-Hwang Juang

Biing-Hwang Fred Juang is a speech and signal-processing researcher whose work includes speech coding and automatic speech recognition. He earned electrical engineering degrees in Taiwan and California, worked on vector quantization and Hidden Markov Model speech recognition, and coauthored the 1993 book Fundamentals of Speech Recognition. After joining Georgia Tech as a Motorola Foundation Chair Professor in 2002, he was named a 2020 NTU Distinguished Alumnus and coauthored a 2024 paper on deep neural networks. As of October 2026, he is a professor and Georgia Research Alliance Eminent Scholar at Georgia Tech; he received the IEEE Jack S. Kilby Signal Processing Medal in 2026.

Timeline

  1. 1973–1981

    Electrical engineering degrees

He earns a B.Sc. in electrical engineering at National Taiwan University in 1973, then M.Sc. and Ph.D. degrees at the University of California, Santa Barbara, in 1978 and 1981.

  2. 1982

    Vector quantization for voice coding

In 1982, he publishes work on vector quantization for voice coding, including a method for 800 bps and lower data rates. His earlier work at the Speech Communications Research Laboratory and Signal Technology develops very-low-bit-rate voice coders and robust satellite vocoders.

  3. 1985

    Hidden Markov speech models

He coauthors “Mixture autoregressive hidden Markov models for speech signals” with Lawrence R. Rabiner in 1985. His mixture-density HMM becomes a dominant speech-recognition technology in cell phones, voice-enabled navigation, and customer-service telecom lines.

  4. 1993

    Fundamentals of Speech Recognition

He and Lawrence R. Rabiner publish the book Fundamentals of Speech Recognition in 1993.

  5. 1996–2001

    Leading Bell and Avaya research

He becomes director of Acoustics and Speech Research at Bell Labs in 1996, then director of Multimedia Technologies Research at Avaya Labs in 2001. His group develops a speech server for AT&T's advanced 800 calls and Moviefone, plus the Perceptual Audio Coder for digital audio broadcasting.

  6. 2002

    A Georgia Tech chair

He joins Georgia Tech's School of Electrical and Computer Engineering in 2002 as Motorola Foundation Chair Professor.

  7. 2020–2024

An NTU honor and deep learning

National Taiwan University names him a 2020 Distinguished Alumnus. In 2024, he coauthors “Accretionary Learning with Deep Neural Networks with Applications.”

  8. As of October 2026

    Professor and IEEE medalist

He is a professor and Georgia Research Alliance Eminent Scholar at Georgia Tech. In April 2026, he receives the IEEE Jack S. Kilby Signal Processing Medal for contributions to signal modeling, coding, and speech recognition.
