Rasim Alguliyev

Rasim Alguliyev is an Azerbaijani researcher in information technology and artificial intelligence who directs the Institute of Information Technology and serves as Vice-President of the Azerbaijan National Academy of Sciences (ANAS). Born in 1958, he graduated in 1979 from the Azerbaijan Polytechnic Institute, completed a PhD at the Institute of Cybernetics in 1986, and became director of the Institute of Information Technology in 2002. He was elected a corresponding member of ANAS in 2007, a full member in 2014, and its Vice-President in 2019. Stanford University's ranking of the world's most influential AI scientists selected him every year from 2020 to 2023, and in 2025 he received the Shohrat Order. He is Director General of the institute, whose research covers natural language processing, cyber-physical systems and cybersecurity, and he speaks publicly about data as the main strategic resource for AI in Azerbaijan.

  1. 1958–1986

    Computing studies and a PhD

    Born in Barda district in 1958, he graduates in 1979 from the Azerbaijan Polytechnic Institute in electronic computing machines. In 1983–1986, he completes a PhD in automated control systems at the Institute of Cybernetics of the Azerbaijan Academy of Sciences.

  2. 1986–2002

    Network engineer to institute director

    He moves in 1986 to the Department of Automated Control Systems of the Azerbaijan Academy of Sciences, where he works up to chief engineer of the project National computing centers and data transfer network. In 2002, he becomes director of the Institute of Information Technology.

  3. 2007–2014

    Corresponding member, then academician

    He is elected a corresponding member of ANAS in informatics in 2007 and a full member (academician) in 2014.

  4. May 2019

    Vice-President of ANAS

    At the general meeting of ANAS in May 2019, he is elected Vice-President by secret ballot among 58 academy members.

  5. 2020–2023

    Stanford's list of AI scientists

    Stanford University's ranking of the world's most influential scientists in artificial intelligence includes him from 2020. In 2023, he is selected for the fourth year in a row, from among 356,955 scientists.

  6. 2025

    The Shohrat Order

    In 2025, the President of Azerbaijan awards him the Shohrat Order by decree.

  7. October 2025

    A master class on institute research

    In October 2025, he gives a master class for SABAH students at the Institute of Information Technology and describes its research in artificial intelligence, data science, natural language processing, cyber-physical systems, cybersecurity, deep learning and big data analytics.

  8. As of October 2026

    Vice-President and institute director

    He is Vice-President of ANAS and Director General of the Institute of Information Technology of the Ministry of Science and Education. In February 2026, he says that data is the main strategic resource for artificial intelligence in Azerbaijan and that the institute has developed the foundations of a digital demographic intelligence system. In May 2026, he joins a Ses TV broadcast on the global AI race and Azerbaijan.
