Hong-You Chen
Hong-You Chen is an AI researcher whose work connects federated learning with computer vision and multimodal foundation models. He earned a PhD in computer science and engineering at Ohio State, developed federated-learning methods with Wei-Lun Chao, and worked at Google Research before joining Apple's AI/ML group. His Apple research includes CLOC; he also coauthored Apple's 2025 foundation language model report. As of October 2026, he works at Reflection AI after roles at Apple and Meta.
Timeline
-
2018–2023
A PhD at Ohio State
He visits Carnegie Mellon's Machine Learning Department in 2018 and earns a PhD in computer science and engineering at Ohio State in 2023, advised by Wei-Lun Chao. During his PhD, he studies practical deep learning, including federated learning and personalization.
-
2020
FedBE and a workshop award
In 2020, he coauthors FedBE, a Bayesian ensemble algorithm for aggregating local models into a global model. He receives the best student paper award at NeurIPS's 2020 Workshop on Scalability, Privacy, and Security in Federated Learning.
-
2020–2023
Google and Microsoft research
He interns at Google Ads in 2020 and Google Research in 2021, then works as a student researcher at Google Research in 2022. In 2023, he interns at Microsoft Research & Security and coauthors the CVPR paper Train-Once-for-All Personalization; TAPER adapts vision models to users' task descriptions.
-
2021
Federated Robust Decoupling
In 2021, he and Wei-Lun Chao introduce Federated Robust Decoupling (Fed-RoD), which uses a shared model for generic prediction and a lightweight predictor for each client.
-
December 2023–February 2025
Machine learning at Apple
He joins Apple AI/ML in Seattle in December 2023 and leaves in February 2025. While at Apple, he coauthors CLOC, a 2025 ICML paper that improves CLIP localization through region-text contrastive loss and promptable embeddings.
-
2025
Apple Intelligence foundation models
In July 2025, he coauthors Apple Intelligence Foundation Language Models: Tech Report, which describes one on-device model and one server model for Apple Intelligence.
-
As of October 2026
Researcher at Reflection AI
He joins Meta AI as an AI research scientist in February 2025, then works as a researcher at Reflection AI after his roles at Apple and Meta.
