Emmanuel Goffi

Emmanuel Goffi is a political scientist and AI ethicist whose work explores how cultural diversity shapes AI governance. He served in the French Air Force for 22 years and wrote about military ethics and drone warfare. His 2022 work argues for AI governance that respects differing philosophical traditions, and he led research at the Human Technology Foundation. As of October 2026, he is a teacher-researcher at ISEP, where he discusses AI ethics and the responsibilities of engineers.

    In 2022, he and Aco Momcilovic publish Respecting Cultural Diversity in Ethics Applied to AI: A New Approach for a Multicultural Governance. They argue that a universal code for AI ethics can ignore the variety of philosophical cultures.

    Research leadership at Human Technology Foundation

    In August 2024, he is Head of Research at the Human Technology Foundation and speaks at the AI Governance, Risk & Ethics Summit about who sets rules for AI systems.

    In January 2025, he teaches ethics at ISEP and speaks about AI’s challenges and engineers’ social responsibility in digital change.
