Romeo Dean
Romeo Dean is an AI researcher whose forecasts connect AI hardware, security and governance. By 2024, he had completed a six-month Astra Fellowship at Constellation and was an IAPS fellow researching treaty monitoring while finishing his concurrent computer-science master's at Harvard. He coauthored AI 2027 and its compute and security forecasts in 2025. In 2026, he coauthored a forecast of Chinese photolithography progress, AI 2040: Plan A and proposals for domestic US regulation. He is a researcher at AI Futures Project, where he forecasts AI chip production and usage and works on compute governance; he graduated cum laude from Harvard with a concurrent computer-science master's focused on security and hardware.

Astra at Constellation
By 2024, he completes a six-month Astra Fellowship at Constellation, where he develops forecasts on AI chips, government intervention and international coordination, with attention to security and race dynamics.
-
2024
Treaty monitoring at IAPS
In 2024, he is a final-year concurrent master's student in computer science at Harvard and an IAPS fellow. With IAPS fellow Christian Chung, he researches how detection mechanisms for international AI treaties could let world powers monitor one another's AI development.
-
2024
AISST leadership at Harvard
During Fall 2024, he is part of Harvard's AISST, where he leads a weekly technical reading group and an introductory fellowship. In 2024, he joins its board as AI Career and Strategy Lead.
-
April 2025
AI 2027 and its forecasts
In April 2025, he coauthors AI 2027, a scenario describing possible AI development through 2027 and choices governments and companies face as AI advances. He publishes AI 2027's Compute Forecast, which models AI-relevant compute production, distribution and use through December 2027. Its Security Forecast assesses security for model weights and algorithmic secrets, AI hacking and cyberwarfare, and attempts by AI to gain control of its servers.
-
June 2026
Forecasting Chinese chipmaking
In June 2026, he coauthors a forecast of Chinese DUV and EUV photolithography progress with Hamish Low and Joshua Turner. The report uses ASML's development history to estimate when China may reach commercial-scale DUV and EUV milestones.
-
July 2026
AI 2040: Plan A
In July 2026, he coauthors AI 2040: Plan A, a scenario that proposes an international agreement to avoid a race to superintelligence and make AI research transparent.
-
August 2026
Pacing US frontier AI
In August 2026, he coauthors “How to pace the US frontier,” a set of tentative domestic proposals that include a pause on frontier-model improvements and compute allocations for inference and transparent safety work.
