He Ruimin

Also known as Ruimin He

He Ruimin is Singapore's Chief AI Officer at the Ministry of Digital Development and Information, where he leads a multi-stakeholder effort on the country's national AI strategy. His career included MIT degrees in electrical science and economics, a 2003 American Economic Review paper with Abhijit Banerjee, command of two missile corvettes in the Singapore Navy, and a post as Chief Advisor to Grab's CEO from 2015 to 2018. Entend.ai, the startup he led as CEO, built software that turned natural language instructions into analytical insights and process automation. The UN Secretary-General's High-level Advisory Body on Artificial Intelligence counted him among its members from its launch in October 2023, and at Singapore International Cyber Week 2025 he likened agentic AI to an energetic but unpredictable intern.

  1. 2003

    Economics at MIT

    A Singapore President's Scholarship and a Singapore Armed Forces Overseas Scholarship take him to the Massachusetts Institute of Technology for a BS in Electrical Science and Engineering and a PhD in Economics. With Abhijit Banerjee, he publishes “The World Bank of the Future” in the May 2003 issue of the American Economic Review.

    Naval command and Grab

    Service in the Republic of Singapore Navy brings the rank of Lieutenant-Colonel, command of two missile corvettes and leadership of the RSN Strategy Office. Postings in the Singapore Administrative Service include Deputy Director in the Foreign Economic Policy Department and Research Economist in the Ministry of Trade and Industry. Grab employs him from 2015 to 2018 as Chief Advisor to the CEO, in charge of its analytics, economics, transport, growth and strategy teams.

  3. By 2023

    CEO of Entend.ai

    Entend.ai, a startup he leads as CEO, lets users draw analytical insights and automate processes through natural language instructions; its clients include hotels, pharmaceutical companies and statutory boards. By 2023, his résumé also includes teaching at the Lee Kuan Yew School of Public Policy and Nazarbayev University and several revenue-generating software applications he built himself.

  4. October 2023

    The UN AI advisory body

    In October 2023, UN Secretary-General António Guterres launches the High-level Advisory Body on Artificial Intelligence, with him as a member serving as Chief Artificial Intelligence Officer and Deputy Chief Digital Technology Officer of the Government of Singapore. The Chief AI Officer post puts him at the head of a multi-stakeholder effort to develop and implement Singapore's national AI strategy.

  5. December 2023

    Directing SCAI 2023

    December 2023 brings the Singapore Conference on AI (SCAI), where he serves as Conference Director while holding the posts of Chief AI Officer and Deputy Chief Digital Technology Officer.

  6. April 2024–May 2024

    Black Hat Asia keynote

    In April 2024, Black Hat names him a keynote speaker for Black Hat Asia in Singapore, pairing him with Black Hat and DEF CON founder Jeff Moss for a fireside chat on how AI compares with earlier waves of digitalization. A Business China dialogue in May 2024 brings him together with Bocean Capital chairman Lei Ming to discuss AI's impact on governance in the public and private sectors.

  7. 2025

    Agentic AI at Cyber Week

    His comparison at Singapore International Cyber Week 2025 casts agentic AI as an energetic but unpredictable intern. Organisations, in his view, should carefully calibrate permissions, provide appropriate oversight and integrate agentic systems into their governance structures.
