Gary J. Sullivan

Also known as Gary Sullivan, Gary Joseph Sullivan

Gary Sullivan is a video-coding standards engineer who chairs the ISO/IEC committee behind JPEG and MPEG, where neural-network and generative methods are now part of media coding. Born in 1960 and raised in Louisville, Kentucky, he earned a Ph.D. at UCLA in 1991 and worked as a Video and Image Technology Architect at Microsoft from 1999 to 2022. He chaired the Joint Video Team that developed H.264/AVC, released in 2003, and co-chaired the teams behind HEVC and Versatile Video Coding. The HEVC team won a Primetime Emmy Engineering Award in 2017, SMPTE gave him its Digital Processing Medal in 2019, and in September 2026 IEEE announced that he will share the 2027 IEEE Netravali Award. He joined Dolby in 2023, where he is Director of Video Research and Standards, and coauthored a 2024 paper proposing generative face video compression, an approach that JVET included in a draft amendment of its VSEI standard.

Timeline

  1. 1982–1991

    Degrees from Louisville and UCLA

Born in 1960 and raised in Louisville, Kentucky, he earns B.S. and M.Eng. degrees in electrical engineering at the University of Louisville's J. B. Speed School of Engineering in 1982 and 1983. He completes Ph.D. and Engineer degrees in electrical engineering at the University of California, Los Angeles, in 1991.

  2. 1999–2022

    Architect at Microsoft

From 1999 to 2022, he is a Video and Image Technology Architect at Microsoft. There he is the originator and lead designer of the DirectX Video Acceleration (DXVA) video decoding feature of the Windows operating system.

  3. 2001–2013

Chairing the AVC and HEVC teams

In December 2001, he helps found the Joint Video Team and chairs it as it develops H.264/MPEG-4 AVC, released in May 2003; he writes a significant portion of the standard. In January 2010, he becomes a founding co-chairman of the Joint Collaborative Team on Video Coding, which completes the first version of HEVC in 2013 and cuts the bit rate for a given visual quality by approximately 50% compared with AVC.

  4. 2015–2021

Versatile Video Coding and SC 29

In October 2015, he becomes a founding co-chairman of the Joint Video Experts Team (JVET), which develops the Versatile Video Coding (VVC) standard, and serves until July 2021. In 2021, he becomes chair of ISO/IEC JTC 1/SC 29, the committee that oversees JPEG and MPEG.

  5. 2017–2019

An Emmy and the SMPTE medal

In 2017, the Joint Collaborative Team on Video Coding, which he co-chairs, receives a Primetime Emmy Engineering Award for HEVC. In 2019, SMPTE awards him its Digital Processing Medal for innovation and industry leadership in image and video compression.

  6. 2023–2024

    Dolby and generative face video

In 2023, he joins Dolby as Director of Video Research and Standards. A 2024 paper that he coauthors proposes Generative Face Video Compression, which codes compact keypoints and facial semantics of a face video as SEI messages in the bitstream; JVET includes the approach in a draft amendment of its Versatile Supplemental Enhancement Information (VSEI) standard.

  7. September 2026

    The 2027 Netravali Award

In September 2026, IEEE announces that he, Jens-Rainer Ohm and Benjamin Bross will receive the 2027 IEEE Arun N. Netravali Video Analytics, Technology, and Systems Award for leadership in and contributions to developing the HEVC standard.

  8. As of October 2026

    Video standards at Dolby

He is Director of Video Research & Standards at Dolby Laboratories and chair of ISO/IEC JTC 1/SC 29. The committee's new areas include neural-network-based image, video and graphics coding, and artificial intelligence and machine learning are a pervasive recent theme in its media-coding standards.
