Ylli Bajraktari

Also known as Yll Bajraktari

Ylli Bajraktari is president and chief executive of the Special Competitive Studies Project, which works on artificial intelligence and emerging technologies. He joined the Department of Defense in 2010 as a country director for Afghanistan and later for India, and during the first Trump administration he served as chief of staff to National Security Advisor McMaster. From 2019 to 2021 he was executive director of the National Security Commission on Artificial Intelligence, chaired by Eric Schmidt. In October 2021 he became the project's chief executive, and in April 2022 the Department of Commerce appointed him to the National Artificial Intelligence Advisory Committee. In May 2026 he and Dhruva Jaishankar published A US-India Partnership for the AI Age.

  1. 2010

    Country director at Defense

    He joins the Department of Defense in 2010 and serves in the Office of the Undersecretary for Policy as a country director for Afghanistan and later for India. He holds degrees from George Washington University and Harvard University.

  2. 2019–2021

    Directing the AI commission

    From 2019 to 2021, he serves as executive director of the National Security Commission on Artificial Intelligence, chaired by Eric Schmidt. During the first Trump administration, he serves as chief of staff to National Security Advisor McMaster.

  3. October 2021

    Chief executive of SCSP

    In October 2021, he serves as chief executive of the Special Competitive Studies Project alongside Eric Schmidt. The project works on artificial intelligence and emerging technologies.

  4. April 2022

    An advisory committee on AI

    In April 2022, the Department of Commerce appoints him to the National Artificial Intelligence Advisory Committee to advise the president on artificial intelligence. The appointment lists him with the Special Competitive Studies Project.

  5. 2023

    A keynote in Kosovo

    In 2023, he delivers the keynote at the RIT Kosovo commencement ceremony.

  6. October 2025

    Describing the Third Offset

    In October 2025, he describes the Third Offset Strategy, initiated around 2014, as a fusion of artificial intelligence, autonomy, and human-machine collaboration.

  7. May 2026

    An essay on the AI age

    In May 2026, he and Dhruva Jaishankar publish A US-India Partnership for the AI Age. He serves as chief executive of the Special Competitive Studies Project.
