Rachee Singh
Rachee Singh is a computer scientist who develops systems and algorithms for photonic interconnects that speed up distributed machine learning and planet-scale cloud workloads. She earned her Ph.D. at the University of Massachusetts Amherst in 2021 under Phillipa Gill, held a Google PhD Fellowship in 2018, and then worked as a senior researcher in Microsoft's Azure for Operators. After joining Cornell in 2023, she coauthored TACCL, a tool that synthesizes GPU collective-communication algorithms and outperformed NVIDIA's NCCL by up to 6.7x. Her 2025 papers include FlashMoE and Morphlux, and her paper on a programming language for silicon photonics won the best paper award at ACM SIGCOMM 2026. She is an assistant professor of computer science at Cornell, where she leads the sysphotonics group, and an Amazon Scholar with the SageMaker HyperPod teams.

2018
A Google PhD Fellowship
In 2018, while at the University of Massachusetts Amherst, she is named a Google PhD Fellow in Systems and Networking. Her SIGCOMM 2018 paper RADWAN: Rate Adaptive Wide Area Network, written with Manya Ghobadi, Klaus-Tycho Foerster, Mark Filer and Phillipa Gill, addresses cloud optical wide-area networks. The work sees partial deployment in the Microsoft production network.

2021
A UMass Ph.D. and Azure
She completes her Ph.D. in computer science at the University of Massachusetts Amherst in 2021, having earned a B.E. (Hons.) at the Birla Institute of Technology and Science and developed routing protocol features for Ethernet switches at Arista Networks. Her dissertation, “Traffic Engineering in Planet-Scale Cloud Networks,” advised by Phillipa Gill, wins an Outstanding Dissertation Award from UMass Amherst's College of Information and Computer Sciences. She works as a senior researcher in the office of the CTO at Microsoft's Azure for Operators, after an earlier post as a researcher in the Mobility and Networking group of Microsoft Research in Redmond.

2023
Professor at Cornell
In spring 2023, the Cornell Ann S. Bowers College of Computing and Information Science welcomes her as an assistant professor of computer science. Her research interests are in computer networking, with a focus on optical interconnects and traffic engineering.

April 2023
TACCL for GPU collectives
In April 2023, she coauthors TACCL at NSDI with researchers from the University of Texas at Austin, VMware Research and Microsoft Research. The tool lets algorithm designers guide a synthesizer toward collective-communication algorithms for a given hardware configuration, and its algorithms outperform NVIDIA's NCCL by up to 6.7x and speed up end-to-end training of Transformer-XL and BERT models by 11% to 2.3x. TACCL's code is open source in the MSCCL tools repository.

2024
Rising Stars and NSF funding
She takes part in the MIT Rising Stars workshop in 2024. In August 2024, she receives a $1M grant from the NSF for chip-to-chip photonic fabrics for ML.
-
2025
FlashMoE and Morphlux
In 2025, she coauthors FlashMoE with Osayamen Jonathan Aimuyo and Byungsoo Oh, a GPU-resident mixture-of-experts operator that fuses expert computation and inter-GPU communication into a single persistent kernel and reaches up to 9x higher GPU utilization; it appears at NeurIPS 2025. She also coauthors Morphlux, a server-scale programmable photonic fabric that connects accelerators within servers and lifts ML training throughput by 1.72X in a hardware prototype. She receives a Cisco Research Award in March 2025.

2026
Best paper at SIGCOMM
In April 2026, she is part of the Laude Institute's Moonshots cohort, with a team project on intelligent AI agents for telesurgery. Cornell announces her Bowers-LinkedIn grant in July 2026 for a caching architecture that improves efficiency in AI agents and reduces latency. In August 2026, her paper λλ, a programming language for silicon photonics, wins the best paper award at ACM SIGCOMM.

As of October 2026
Cornell professor and Amazon Scholar
She is an assistant professor of computer science at Cornell, where she leads the sysphotonics group, which develops systems and algorithms for efficient communication on server-scale, rack-scale and long-haul photonic interconnects. She is also an Amazon Scholar in the SageMaker HyperPod teams that specialize in large-scale ML infrastructure.
