Henna Virkkunen

Henna Virkkunen is the European Commission’s Executive Vice-President for Tech Sovereignty, Security and Democracy, where she leads digital policy that includes AI innovation. She studied journalism at the University of Jyväskylä and moved from newspaper and communications work through Finland’s Parliament and cabinet to the European Parliament. Her 2025 AI plan called for five AI Gigafactories, each with about 100,000 chips, and a financing framework with the European Investment Bank Group. TIME included her among the Shapers in its 2025 TIME100 AI.

Timeline

  1. 1993–2002

    From reporting to communications

    She works at Keskisuomalainen as a journalist and freelancer, then joins Medita Communication as a communications planner and partner.

  2. 1997

    A local council seat

    She joins Jyväskylä City Council and builds a local political career.

  3. 2001–2006

    Studying journalism

    She studies journalism at the University of Jyväskylä and earns a Master of Philosophy in 2001 and a Licentiate of Philosophy in 2006.

  4. 2007–2014

    From Parliament to cabinet

    She wins a seat in Finland’s Parliament for Central Finland in 2007. Her ministerial posts include education (2008–2011), public administration and local government (2011–2014), and transport and local government in 2014.

  5. 2014–2024

    A decade in Europe

    She serves in the European Parliament from 2014 and becomes Finland’s candidate for European Commissioner in 2024.

  6. 2025

    Planning AI capacity

    She presents a Commission AI programme to attract investment, spur innovation, and increase AI use in business and public administration. The plan calls for five AI Gigafactories with about 100,000 chips each, and the Commission and European Investment Bank Group set a framework to finance and develop the projects.

  7. 2025

    A TIME100 AI Shaper

    TIME included her among the Shapers in its 2025 TIME100 AI list.

  8. As of October 2026

    Leading Europe’s digital portfolio

    She serves as Executive Vice-President for Tech Sovereignty, Security and Democracy and leads the Commission’s Digital and Frontier Technologies portfolio, including AI innovation work.
