Josephine Teo

Josephine Teo is Singapore's Minister for Digital Development and Information, and she speaks on AI safety and governance. She began her career at the Economic Development Board in 1992 and entered Parliament in 2006. She was Minister for Manpower from 2018 to 2021. In AI policy, she spoke at the AI Safety Summit in 2023, introduced an election bill against online deepfakes that Parliament passed in October 2024, and described an enhanced AI Verify testing framework at ATxSummit 2025.

    Economic Development Board career

    She works at the Economic Development Board from 1992 to 2002, starting in enterprise development.

  2. 2006

    Entering Parliament

    She becomes a Member of Parliament in 2006.

  3. 2018–2021

    Minister for Manpower

    She becomes Minister for Manpower in May 2018 and holds the post until May 2021.

  4. 2023

    Speaking at the AI Safety Summit

    She speaks at the AI Safety Summit in the United Kingdom in 2023.

  5. July 2024

    A renamed digital ministry

    The Ministry of Communications and Information is renamed the Ministry of Digital Development and Information in July 2024, and Josephine Teo calls the change a meaningful and timely move.

  6. October 2024

    A deepfake election law

    She introduces the Elections (Integrity of Online Advertising) (Amendment) Bill, which Parliament passes in October 2024. The bill prohibits the online publication of deepfakes and digitally manipulated content of political candidates during the election period.

  7. May 2025

    Enhanced AI Verify testing

    At ATxSummit 2025, she says the AI Verify testing framework has been enhanced to deal with risks such as hallucinations and toxicity.

  8. As of October 2026

    Minister for Digital Development and Information

    She is Minister for Digital Development and Information and Minister-in-charge of Smart Nation and Cybersecurity. She leads the Singapore Government's efforts in digital development and Smart Nation strategy. In October 2026 she gives a welcome address at the Singapore International Cyber Week.
