Doreen Bogdan-Martin

Doreen Bogdan-Martin is Secretary-General of the International Telecommunication Union, and TIME places her among the Shapers on its 2026 TIME100 AI list. She earned a master's in international communications policy from American University, and she worked at the United States Department of Commerce before joining the ITU in 1994. She became Director of the Telecommunication Development Bureau in 2018 and was elected ITU Secretary-General in September 2022, becoming the first woman to head the ITU. IEEE gave her its 2023 President's Award, and the GSMA gave her its Chairman's Award for creating Partner2Connect. As of October 2026, she is ITU Secretary-General, and in July 2026 she gave the keynote at the AI for Good Global Summit in Geneva.

  1. 1994

    Policy work before the ITU

    She earns a master's in international communications policy from American University. Before joining the ITU in 1994, she works at the United States Department of Commerce.

  2. 2003

    Head of the Regulatory Reform Unit

    In 2003, she becomes head of the Regulatory Reform Unit, and she runs the Regulatory Reform Programme.

  3. 2008–2018

    Head of Strategic Planning and Membership

    From 2008 to 2018, she serves as chief of the ITU's Strategic Planning and Membership Department.

  4. 2018

    Director of the Telecommunication Development Bureau

    Her four-year term as Director of the Telecommunication Development Bureau begins in 2018.

  5. September 2022–January 2023

    Elected to head the ITU

    Her election as ITU Secretary-General in September 2022 makes her the first woman to head the ITU, and she takes office in January 2023.

  6. 2023

    IEEE and GSMA awards

    IEEE presents her with its 2023 President's Award, and the GSMA gives her its Chairman's Award for creating Partner2Connect.

  7. 2026

    A place among TIME's Shapers

    TIME's 2026 TIME100 AI list places her in the Shapers category.

  8. Since 2023

    Secretary-General of the ITU

    She is ITU Secretary-General, and in July 2026 she gives the keynote at the AI for Good Global Summit in Geneva.
