Haizhou Li

Also known as Li Haizhou

Haizhou Li is a speech researcher whose work on speaker and language recognition connects academic research with voice products in Singapore and China. He completed a doctorate in digital signal processing of speech at South China University of Technology in 1990. From 2003 to 2016, he was principal scientist and research director at the Institute for Infocomm Research in Singapore. He led the International Speech Communication Association as president from 2015 to 2017. As of October 2026, he is a Presidential Chair Professor at the Chinese University of Hong Kong, Shenzhen.

  1. 1984–1990

    Doctorate in speech processing

    He earns bachelor's and master's degrees at South China University of Technology in 1984 and 1987. He completes a doctorate in digital signal processing of speech there in 1990.

  2. 2001–2013

    Voice systems in Singapore and China

    He is the architect of TELEFIQS, a voice-automated call-centre service at Singapore Changi International Airport in 2001. He is also the architect of a voiceprint engine for the Lenovo A586 smartphone in 2012 and of Baidu Music Search in 2013.

  3. 2003–2016

    Research director in Singapore

    He serves as principal scientist and research director at the Institute for Infocomm Research in Singapore from 2003 to 2016.

  4. 2013–2014

    An award and an IEEE Fellowship

    He receives the President's Technology Award in 2013, the highest honor in the Republic of Singapore for science and technology. IEEE names him a Fellow in 2014 for leadership in multilingual speaker and language recognition.

  5. 2015–2022

    ISCA presidency and journal editing

    He leads the International Speech Communication Association as president from 2015 to 2017, and he edits IEEE/ACM Transactions on Audio, Speech and Language Processing as Editor-in-Chief from 2015 to 2018. He serves as general chair of the 47th IEEE International Conference on Acoustics, Speech and Signal Processing in 2022.

  6. 2018

    An ISCA Fellow

    The International Speech Communication Association names him a Fellow in 2018 for contributions to multilingual speech information processing.

  7. 2025

    A visiting professorship at his alma mater

    South China University of Technology appoints him as a visiting professor in 2025, and he delivers an academic lecture there on the path of AI exploration.

  8. As of October 2026

    A chair at CUHK-Shenzhen

    He is the X.Q. Deng Presidential Chair Professor at the Chinese University of Hong Kong, Shenzhen.
