Carlos Moreno

Carlos Moreno is a researcher whose early work combined robotics and artificial intelligence with intelligent control of complex systems. Born in Colombia in 1959, he moved to France at age 20, joined a Cachan robotics laboratory in 1983, and became a senior professor at Université d’Évry in 1990. He founded Sinovia in 1998 to develop intelligent control for complex systems; GDF SUEZ subsidiary INEO acquired it in 2010, and he became a scientific adviser on the group’s Smart Cities programme. He received the Legion of Honour in April 2010, was elected to Académie des technologies in 2024, and published 2025 research on housing, segregation, and temporal injustice. As of October 2026, he is an associate professor at IAE Paris-Sorbonne and scientific director of the ETI Chair.

    Robotics research at Cachan

    In 1983, he becomes a researcher and lecturer at the IUT in Cachan, working in the computer science and robotics laboratory (LIMRO). His research also covers artificial intelligence.

  3. 1990

    Senior professor at Évry

    In 1990, he joins Université d’Évry and becomes a senior professor.

    Starting Sinovia

    He starts Sinovia in 1998 to develop intelligent control for complex systems.

  5. 2010

    A sale and an honour

    GDF SUEZ subsidiary INEO acquires Sinovia in 2010, and he becomes a scientific adviser to the group’s Smart Cities programme. In April 2010, he is named Chevalier de la Légion d’honneur.

  6. 2024

    Elected to Académie des technologies

    The Académie des technologies elects him as one of 18 new members in 2024.

  7. 2025

    Housing and temporal injustice

    In 2025, he publishes “Vivir lejos, vivir menos,” an article on housing, urban segregation, and temporal injustice. It discusses the 15-Minute City as a structural response.

  8. As of October 2026

    Directing the ETI Chair

    As of October 2026, he is an associate professor at IAE Paris-Sorbonne and scientific director of the ETI Chair.
